The airport operator said it had received confirmation from the contractors of the terminal building – the UEMC-Bina Puri joint venture – that construction would be completed on April 30, 2014, including the securing of the Certificate of Completion and Compliance and the Operational Readiness and Airport Transfer.
“MAHB will continue to monitor the progress of work being done by all contractors and liquidated ascertained damages (LAD) will be enforced according to the contractual obligation of the respective contractors,” it said in a statement.
“Safety and quality is of utmost priority to MAHB and as such, the contractors are required to ensure that the completion of the klia2 terminal building complies with all safety standards as required by regulators and MAHB itself,” the statement added.
Meanwhile, the JV companies (JV-co) said in a separate statement that they were committed to complete the remainder physical construction of about 7%.
Mohd Razin Ghazali, managing director of UEM Builders Bhd (the parent company of UEM Construction Sdn Bhd), said that once physical works were completed, the JV-co would immediately work towards obtaining the Certificate of Completion and Compliance from the authorities that would typically take up to eight weeks.
He added that while the JV partners were “working rigorously” to meet the new target opening date of klia2, they would do so without compromising the safety, quality and operational efficiency of the new airport.
On the LAD imposed upon the JV, Matthew Tee, executive director of Bina Puri Holdings Bhd, said the JV-co would revisit the matter separately in due course, adding that they also reserved their rights under the contract agreement that had been signed with MAHB.
Explaining the cause of the previous delays, Tee said that despite the JV-co requesting for several extensions earlier, it felt the approved extended period granted by MAHB was not sufficient.
“Request for extension was mainly due to the various design changes including variation works on baggage handling system and unexpected ground condition which required additional piling and temporary sheet pile,” the JV-co said.
